James Harris, ‘Locke versus Filmer revisited’
I argue that Filmer’s political thought is as important to understanding
the publication of the Two Treatises as it is to understanding the
work’s initial composition. I show that in the First Treatise Locke
focuses on the de facto aspect of Filmer’s theory of political
obligation. De facto theory was prominent in English political debate
after the Glorious Revolution. I draw attention to ways in which in the
Second Treatise Locke seeks to moderate the consequences of the doctrine
of natural liberty, thereby addressing Filmerian worries about that
doctrine being productive of sedition and instability.
